This proposal demonstrates a privacy-conscious architecture for the future County site. Final notices, retention rules and third-party disclosures would be approved with Mitchell County before production launch.
Purpose first. Collection second.
The demonstrator intentionally keeps public information readable without a universal resident account. When a service eventually needs personal information, the collection boundary should be explicit rather than hidden inside a generic website form.
Public by default only when the information is public
Published County pages, documents, contacts and general service guidance can remain openly available without requiring a resident account.
·Collect for a defined service purpose
A future form or workflow should identify why information is collected, which office owns it, where it is sent and how long it needs to be retained before the workflow is activated.
·Keep staff systems separate
Drafts, administrative tools, staff accounts and protected records remain outside public search and public navigation.
·Use restrained analytics
Measure enough to find broken journeys, failed searches and content problems without turning the County website into an advertising profile of residents.
·Residents should know when they leave the County site.
Several real County tasks rely on an outside authoritative provider. The site should identify that transition before personal information is entered.
State services
Voter registration and Kansas vital-record requests are examples where the authoritative transaction belongs to a State system. The County page provides context and then labels the handoff.
